Washington State definition of
Construction Activity

According to the crane rule and the statute that required the department (DOLI-DOSH) to develop new crane rules
(RCW 49.17.400 through 440) a "Construction Activity" (for the purposes of the crane rule) means all or any part
of excavation, construction, erection, alteration, repair, demolition, and dismantling of buildings and other structures
and all related operations; the excavation, construction, alteration, and repair of sewers, trenches, caissons, conduits,
pipelines, roads, and all related operations; the moving of buildings and other structures, and the construction, alteration,
repair, or removal of wharfs, docks, bridges, culverts, trestles, piers, abutments, or any other related construction,
alteration, repair, or removal work.

"Construction" does not include manufacturing facilities or powerhouses -- i.e.the normal day to day activities associated with manufacturing facilities and powerhouses would be exempt from the crane rules, not the construction of those facilities.

To lay this out as a list:

A "Construction Activity" would include any of the following activities in any of the three main categories listed below:

Buildings or other Structures: Excavation, Construction, Erection, Alteration, Repair, Demolition, Dismantling, Moving, or any Related Operations.

Sewers, Trenches, Caissons, Conduits, Pipelines, Roads: Excavation, Construction, Alteration, Repair,
or any Related Operations.

Wharfs, Docks, Bridges, Culverts, Trestles, Piers, Abutments: Removal, Alteration, Repair,
or any Related Construction.

As long as the crane is certified per WAC 296-155 and the operator is qualified per the same safety standard,
{i.e. NCCCO or equivalent certification} there should not be any problems with meeting the new rules for cranes
that took effect January 1st, 2010.
